Alcohol Backpacking

What happens to a minor in possession of alcohol in Massachusetts?
My friend is 16 years old and he had a perfectly clean record until police caught him and his friends with alcohol in their backpacks and brought them to the station. He has his permit now and was going to be able to get his license in a few months. They were not in a car or driving, they were on foot when this happened so would this still affect him getting his license? Also since this is his first offense for anything with alcohol, do you think that may help his chances of getting the license? Someone also told me that the charges could possibly be dropped at the hearing, so if that had happened, would that not affect it? Different people give me different answers so I wanted to try and clear this up.
You’ll have to call the Mass DMV and ask them. If the charges are dropped, they won’t appear on any legal record, so he’d be clear there, but if not, only the DMV can tell you.
